What is the motivation and purpose of VICA?

It was established to develop a domestic telematics market by standardizing the technology and service, pursuing competition and cooperation between vendors and
supporting the enterprises with laws and applications in the filed at the initial stage.
All of these are for the activation of the telematics market and industry by leading
Korean domestic standardization.


What has VICA done after establishment?

We have held international telematics ceremonies and participated in oversea telematics ceremonies. We have concluded MoUs with various international organizations for the standardization of telematics such as AMI-C (Automotive Multimedia Interface Collaboration) and we are currently trying to found a world telematics organization ITO(tentatively named, "International Telematics Organization") in collaboration with five international standard organizations.
We are operating a Telematics Standardization Forum for domestic telematics standard, and working for the VICA Working Group that consists of civil enterprises for the activation of the telematics industry. And, through our consultative body, TEZ(Telematic Expert Zone), we are planning an active business relationship with the academic world, as well as, hearing from the professors in related fields. We are cooperating with the ETRI to build a Telematics Information Center as a national project and, also, participating in the Jeju Telematics Pilot City business. Last, we are planning to organize an APEC Conference group for the activation of the telematics industry in Asia.


What kind of help does VICA provide to the domestic telematics-related vendors?

We take the role of being a bridge between civil providers and the government, so that the opinions of civil providers can be reflected within the government policy concerning telematics, thus making the civil providers business on telematics smoother. Also we are working on the revision of relative laws that make the telematics market worse as well as on the presentation of new laws for the activation of the market. Besides, we support domestic enterprises for the promotion of their services and products through
global activities on relative standards.


Korea is evaluated as the most optimized country for the telematics thanks to its eveloped telecommunication infrastructure and automobile environment. What is the specialty and strong point of Korea compared to the US and Japan where the telematics services began earlier?

In the US, it is focused on the safety and security services while it is focused on real time traffic information and path announcements in Japan. But in Korea, both services are available and it can serve as a test bed for the telematics-related technologies with its world finest telecommunication infrastructure. It can be a strong point of Korea more than for other countries in the field of telematics.


What are VICA preparations for pushing into the overseas market?

We are promoting the domestic telematics industry to the overseas market by pursuing the Jeju Pilot City project and also trying to standardize the domestic telematics technology introduced within Jeju in cooperation with the APEC Telematics conference group for the advancement into the global market.


What kind of support can VICA provide to the enterprises that would like to advance into the overseas market? And how can they ask you to help them?

We can provide an enterprise with the information on the overseas market by contacting the standard organizations and relative associations with which we internationally cooperate. We are, also planning to hold periodic conferences or ceremonies. Before we complete the preparation for the conference, we can help the enterprise in need by connecting them with contact points of each country.


How is the technical status of Korean domestic enterprises by comparing them to the foreign vendors level?

We have technology at the world class level in communication, vehicle and terminal areas. But in the area of location tracking and voice recognition which are the core technologies of telematics, there is a need of developing relevant technologies.


Lastly, what will you say on the VICA strategy for the mutual development of it and Korean telematics industry?

As VICA started its activity as a civil forum representing the private corporations, we will keep contributing to the activation of the market and private corporations services as a communication path between the government and the civil enterprises for the activation of the domestic market.
In addition, we are planning various activities so that the Korean telematics market model can be renowned world-wide by holding international conferences regarding the telematics standard for the advancement into global market.
